Is a velvet bed suitable for a warm climate or "hot sleepers"?

Many people worry that velvet is too heavy for summer. However, modern upholstered velvet frames only cover the exterior of the bed. The mattress still sits on a breathable base (like slats or a platform top), meaning the bed won't "trap" heat any more than a wooden or metal frame. Is velvet "scratchy" or "static-heavy"?
